Europe felt a moment of respite on Monday, as the crisis sparked by the announcement of a new 28-point plan for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Moscow made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The sequence of conflicting incidents captured the grim essence of the recent timeframe. By day, diplomatic battles are fought: positive announcements are issued from multiple capitals. Considerable effort is devoted on restraining certain initiatives. By night, Russian leadership brutally reminds the world that, for them, military action persists as the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was exposed. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability afforded by up-to-date information. From observation points, defense planes that had been dispatched to counter approaching cruise missiles roared overhead – advanced fighter aircraft supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's missile defense thundered: defensive missiles targeted at a Russian ballistic missile. This was a advanced protection mechanism at work, presumably provided by Western nations. Every firing shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: possibly the incoming missile won't cause damage this time, preventing destruction from devastation and another blackout.
Continuous Dangers
Soon after, a heavy machine gun opened up on a unmanned aircraft close by, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its objective.
Periodically, this persisted until dawn. Kyiv faced the early updates: several casualties, damage and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on international aid – a reliance that European nations are clearly incapable to substitute in the immediate future.
Unsuccessful Negotiations
The comprehensive proposal from American leadership generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and bilateral conferences.
Every new proposal from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This cycle will, certainly, endure.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. US administration functions according to a premise familiar among experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is unfeasible to compel Moscow to surrender the land that it currently occupies in Ukraine's south or east.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from believing that the status quo will not change more in its advantage in the coming year.
Conflicting Perspectives
Therefore, the Kremlin is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will continue as long as Russia's government remains completely certain in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a total frontline collapse until circumstances change in its advantage.
Present Conditions
Realistically, there are no genuine requirements for a armistice. Now, subjective factors are entering the equation: personal goals to negotiate peace and achieve global acclaim, and the government's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not move to homefront challenges. And although their objective will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.
These two forces are driving the talks.
Assessment and Future
It took a mere seven days to terminate the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the rest of Europe, along with pacifying measures of negotiators, and finally, current information leaks, all did their job.
While new proposals based on previous concepts are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and show certain reluctance to modify developments, if they remain united and improve their protective measures at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
